Госкомиссия по противодействию незаконному обороту промышленной продукции 25 марта поддержала инициативу запретить в России производство, импорт и оборот электронных сигарет, вейпов и жидкостей для их наполнения. Об этом сообщают «Ведомости» со ссылкой на три источника, знакомых с итогами заседания. Комиссию возглавляет первый вице-премьер Денис Мантуров.

Как пишет издание, следующим шагом должна стать подготовка соответствующего законопроекта. Один из собеседников газеты отметил, что решения, согласованные на площадке госкомиссии, обычно получают дальнейшее продвижение, поскольку в ее состав входят руководители федеральных и региональных органов власти.

По данным «Ведомостей», изначально участники заседания собирались обсуждать усиление проверок в сегменте электронных систем доставки никотина, прежде всего в рознице. Однако в ходе встречи все участники комиссии пришли к единой позиции о необходимости полного запрета продажи таких устройств и жидкостей.

Конкретный перечень продукции, на которую распространится будущий запрет, еще не определен. По данным источников, его утвердят после широкого обсуждения инициативы. Помимо вейпов и электронных сигарет в этот список могут войти электронные кальяны и трубки.

Кто именно станет разработчиком законопроекта, пока также не решено. По информации издания, авторами инициативы могут выступить депутаты, входящие в состав госкомиссии, либо заинтересованные ведомства — Минздрав, Минпромторг или Роспотребнадзор.

Тему полного запрета вейпов в России активно обсуждают с 2023 года. В 2024 году депутаты уже вносили в Госдуму похожие законопроекты, но до первого чтения они не дошли. В ноябре 2025 года стало известно, что эту идею поддерживает президент Владимир Путин.
